This 12-page lexicon was developed to standardize terminology used in DHS analyses of domestic, non-Islamic extremist threats within the United States. (Intelligence Resource Program) It provides clear definitions for groups and concepts—such as “aboveground,” “anarchist extremists,” and “homegrown violent extremist”—derived from open sources and refined through analyst workshops. Its definitions help prevent miscommunication between agencies and support targeted community outreach by clarifying which groups pose active threats versus those engaged in nonviolent advocacy.Leveraging these standardized terms can enhance local resilience programs—such as interfaith dialogues and neighborhood watch initiatives—by ensuring all stakeholders share an accurate understanding of extremist classifications.
