This report presents the findings of a series of virtual consultations on Pakistan’s counter-extremism policies, regimes, and strategic approaches. The discussions engaged political leaders, security experts, civil society representatives, and counter-extremism (CE) professionals and practitioners, convened by the Pak Institute for Peace Studies (PIPS), Islamabad. The study provides a comprehensive assessment of Pakistan’s evolving counter-extremism architecture, identifying gaps in policy execution, the challenges of ideological radicalization, and the role of governance and education reforms in mitigating extremist tendencies. It emphasizes the necessity of multi-sectoral collaboration, community-level engagement, and evidence-based policymaking to counter violent extremism (CVE). Furthermore, the report proposes policy recourses aimed at strengthening institutional frameworks, promoting social cohesion, and developing long-term rehabilitation and reintegration mechanisms for individuals vulnerable to extremist influence. Through its findings, it underlines the importance of a whole-of-society approach, balancing state security imperatives with the promotion of human rights and inclusive narratives of peace.
